Draft: Add proposal to clean up ST's organisation on GitHub

This is a proposal to clean up ST's organisation account on GitHub. It is by no means urgent or especially important. It's just one of many things that it would be nice to take care of, and is quite simple to do.

Also it's an excuse for me to get comfortable with Gitlab, its Web IDE and Markdown.
