Make initial scope of commitlint proposal smaller

Rasmus Dahlberg requested to merge rgdd/commit-lint-proposal into main

Does this smaller scope make sense @jens.drenhaus to get started and give this a try? And would you be able to setup so that stprov's CI/CD runs commitlint with the described scopes etc?
