Reformat and rename NEWS without being in markdown

The first commit renames the file and reformats without markdown. The second commit fixes an incomplete sentence, but other than that I left the text as is (even thought I don't think it looks very much like a NEWS entry). The third commit just adds a placeholder for v0.2.X.
