ci: Run fewer QEMU tests with stboot HEAD

Rasmus Dahlberg requested to merge rgdd/speed-up-stboot-head-tests into main

For the purpose of integration-testing with stboot HEAD it is sufficient to just run the QEMU tests once with static and dhcp configurations. In other words, using 4x static and 4x dhcp won't find more stboot issues.
