Increase qemu test coverage

Rasmus Dahlberg requested to merge rgdd/qemu-tests into main

Bump up QEMU test coverage so that we're running most interesting combinations of how static/dhcp could be called. For these variations, check that we're producing the expected things in EFI NVRAM and on the operator's local console.

Closes #20 (closed), among a few other issues I found along the way (see commit comments).
