Generating host config that stboot can not parse

As described in #33 (closed) stprov uses the empty string ("") to indicate "no value" while stboot doesn't allow that but instead wants "null" (without quotation marks).

This issue will be updated with details of what versions of stboot that don't accept the empty string.
