Lacking tests for hostconfig with empty string vs. null

Current stboot doesn't allow for host_ip to have the value of the empty string (""). The token "null" is supposed to be used for "no such data". This has not always been the case but I'm not sure when it changed.

We didn't catch this change in stprov.
