uki: Implement support for SBAT sections

Morten Linderud requested to merge foxboron/stmgr:morten/add-sbat into main

Allow the inclusion of SBAT sections into the UKI binary. By default any existing sections are removed from the binary, but -append-sbat allows one to preserve the existing SBAT metadata in the binary.
