hotfix for ST CI: fix hostconfig in provision sub-cmd

The provison subcommand needs to be revised, maybe deprecated. At least it should use stboot lib code for host config stuff sooner that later. The subcommand is ued in the System Transparency CI to preset QEMU efivars with expected host configuration. This is the main reason for this fix.
