Add proposal on experimenting with a slack bridge

Suggested by @filippo a while back. So far no one has raised any concerns that make this a no-go. This is a proposal that types up what appears to be the consensus -- but to be determined now that there's a proposal. Let's aim to get this decided 2024-11-26 (to not rush a decision on short notice).
