Clean-up structure and licence

Rasmus Dahlberg requested to merge housekeeping into main

Now that the old "sigsum repo" is more appropriately named "documentation" at gitlab we should take the opportunity to fix names within the directory as well. And we should do this as soon as possible before we start handing out links that break.

  • Don't nest "doc/" inside a repository named "documentation"
  • Rename "hugo" to "www.sigsum.org" to clearly specify what it contains rather than the tool used for site generation
  • Update top-most README to reflect what's in this repository and who is responsible for maintaining its content
  • Update licence to be more appropriate for documentation as well as consistent with what we already had for our website and brand assets
