Reduce scope of client package

Niels Möller requested to merge trim-pkg-client into main

Document that the package uses the log's public key to verify tree head signatures, but that client policy and verifying co-signatures is out-of-scope. Delete code to automatically retry (and log) requests. Remove wrapping of HTTP-related errors.
