Update log servers with changes discussed on https://git.glasklar.is/sigsum/project/documentation/-/blob/main/proposals/2022-09-rate-limit-separation.md. Depends on sigsum-go!12 (merged).

With this change, the submit-token is completely optional (header verified if present, but result not used). It will be used for rate limiting with coming changes.
