Activities that are in-scope:

• Follow the latest version of the Sigsum API (blocked by open proposals)
• Add features that we cannot be without in the first production log
• Refactoring, improved test coverage, and documentation

We should probably start a change log after completing this milestone.

EDIT 2022-12-20:

• The latest API changes that require logs to poll witnesses for cosignatures is pushed to a separate milestone. In other words, it is OK that the get-tree-head endpoint outputs a cosigned tree head without any cosignatures.
• Additional API changes, if any, are not considered in this milestone.
