Describe how we make releases

We will need to have this written down, and I think there is no reason not to put it on docs.sto. I'm thinking something like: explaining we have component releases, an overall ST releases that brings in component releases + docs; and that we're signing things, how, where to find keys, etc. And mentioning we have RELEASES.md files that describe more of the details for each component, etc.
