The unit files has the two last arguments backwards

sigsum-log-start.sh takes these arguments: role logname [prefix [trillian_rpc]]

The unit files have ExecStart=/usr/bin/sigsum-log-start.sh primary {{ sigsum_url_prefix }} %i (and the same for the secondary).

Note that an empty URL prefix still works, but mostly out of luck and it's pretty confusing.
