The objective of this milestone is to iterate on sigsum tooling and library support so that:

• There are easy-to-use libraries for those that want to add sigsum support (logging and enforcement)
• Our tools/libs become cleaner and easier to use, including documentation

Once this milestone is completed we will shift focus to using the defined libraries to prototype use-cases (which may also include some iterating on our libraries that are not expected to be stable by then).
